The government reduced the quota of wheat
Actually, this time the Modi government has reduced the quota of wheat to be allotted from May to September under Garib Kalyan Anna Yojana (PMGKAY) due to less procurement of wheat. After this change, UP, Bihar, and Kerala did not get wheat. Wheat quota has also been reduced in Delhi, Gujarat, Jharkhand, MP, Maharashtra, Uttarakhand, and West Bengal.

According to the information given by the government, an additional allocation of about 55 lakh metric tonnes of rice has been made instead of wheat.
