In the upcoming days, the national government will unveil the country’s overall budget. The national government may make a number of significant announcements in this budget. Prior to the Parliamentary budget session, the Finance Ministry requested expenditure recommendations from several ministries and departments for the second and third supplementary requests for grants. According to the ministry’s office letter, it is suggested to introduce the final batch of supplemental requests for funds for the fiscal year 2022–2023 at the ensuing session of Parliament.
Budget
Beginning on January 31, Parliament will hold its two-part budget session. The second phase is anticipated to see the presentation of the last round of supplemental funding requests. All approved advances from the India Contingency Fund are included in the circumstances covered by these demands. In addition, the sum covered by the court’s order will also fall within this. Along with this, the issues that the Ministry of Finance has suggested to advance, particularly extra demands in the winter session, will also be retained.
The Budget 2023 memorandum states that
in order to remove increasing supplemental demands and transfer them back after receiving supplementary grants, the Grants Controlling Authority “must necessarily discover savings within the grants while assessing proposals for supplementary grants.” After a thorough analysis of the additional money requirements, it has been said that the proposal for Supplementary Demands for Grants can be provided.
According to a message from the finance ministry
All Ministries/Departments are advised to keep the expenditure within the sanctioned Revised Estimates limitations. 10 arguments supporting the additional demands that will be added to the final batch. By February 2023, they may be delivered to the Ministry of Finance’s Budget Division. It is notable that the first group of Supplementary Demands for Grants was accepted by the Parliament last month. 3.25 lakh crore in increased spending was made possible by this. This also included an Rs. 1.09 lakh provision under the fertilizer subsidy head.
